Richard B. Russell Lake is a reservoir in northeast Georgia, located on the Savannah River between Georgia and South Carolina. Named after the late U.S. Senator from Georgia, Richard B. The idea of constructing a dam to create the lake was first proposed in 1946 by the U.S. Army Corps of Engineers, who wanted to build the dam to manage water levels in the Savannah River basin and help with drought conditions in that area of the country. However, this proposal faced strong opposition from local residents who were concerned about how such a project would affect their property values as well as their access to clean drinking water downstream from the dam site. It wasn’t until 1970 when Congress finally passed legislation authorizing construction on the dam and reservoir, which was named after Senator Russell at his request shortly before his death in 1971.
Construction on Richard B. Russell Dam began in 1974 and was completed six years later at a cost of $626 million. Although it has had some positive effects on water management in the area, it has also had some negative environmental impacts including increasing water temperatures due to decreased flow rates and increased sedimentation levels caused by flooding upstream from the dam site over time. Additionally, there have been concerns about mercury contamination due to nearby industrial sites discharging contaminated runoff into tributaries.
As a counter-measure for the local wildlife that lost a large amount of inhabitable land and for the fish that once occupied the rivers and streams which became the open waters of Richard B. Russell Lake, the Fish and Wildlife Coordination Act of 1958 required the Army Corps of Engineers to purchase land. They were required to purchase more than 20,000 acres of land around the lake which became a 300’ buffer around the lake and another 27,000 acres close by not on the lake. Beyond this almost 50,000 acres of conservation land, the Corps was also required to stock the lake with fish and build underwater habitats for the fish to thrive.
